In the past five years the numbers of enclosed neighbourhoods have significantly increased in South Africa. These are existing neighbourhoods that are closed off through gates and booms across the roads. Many of these neighbourhoods are fenced or walled off as well, with a limited number of controlled entrances/exits, manned by security guards in some cases. The roads within these neighbourhoods were previously, or still are public property and in most cases the local council is still responsible for public services to the community within the enclosed neighbourhoods. In this way public urban space is privatised, whether formally or informally. I will explore the distribution of enclosed neighbourhoods in South Africa on a national scale and within two metropolitan municipalities, viz., the cities of Johannesburg and Tshwane. Then I proceed to highlight the nature and impact of these neighbourhoods on the privatisation of public space and draw on a wide basis of empirical data obtained through a national survey and in-depth case studies. Finally I will conclude with examples of lessons learnt from South Africa and how these may relate to international experience and future research on gated communities.
This article analyses post-apartheid public spaces through social and spatial practices at the Victoria & Alfred (V&A) Waterfront mall in Cape Town. Our empirical evidence suggests that these public spaces involve much more than just consumption patterns, as they sustain and support novel ways of asserting social identities in a new political situation. These changes are, however, quite complex and fraught with ambivalence. Consequently, we scrutinize how race is staged in that space, and how racial diversity produces various kinds of boundaries. We then argue that these urban practices lead us to an understanding of the precarious balance between private and public spaces. We propose the notion of ‘publicization’ – the process whereby private spaces acquire a more public dimension.
This essay considers public art practice in post-apartheid Cape Town within the notion of symbolic reparations—a concept deriving out of South Africa’s Trust Reconciliation Commission. The paper situates developments in public arts practice in the context of developments in cultural politics in South Africa and globally. More especially, it discusses new genre arts projects, which focus on a range of issues related to identity, space and place. The projects—the District Six Museum, District Six Sculpture Project, PTO, Y30, BLAC, Returning the Gaze, and the In Touch Poetry Bus Tour—focus on issues such as rethinking monuments, the memorialising of ‘hidden histories’, engagements with racism and the abuse of power, and the reimagining of the city. The paper asks how these contemporary and often ephemeral projects, critically engage with issues of history, geography, memory and transformation and, in so doing, mark the landscape of Cape Town, making spaces for dialogue and/or standing as poetic symbols and challenges to the inequalities of the city.
Although often intended to address injustices in food access, farmers markets tend to cater to affluent communities, and to exclude on the basis of race and class. One means of addressing this is federal subsidy programs, like the Senior Farmers Market Nutritional Program (SFMNP). We explore the dynamics of the SFMNP program in Memphis’ farmers market landscape in 2011. We examine the visible barriers experienced by SFMNP patrons to market access including delays in establishing the program in a largely African-American neighborhood, and the more subtle barriers such as perceptions of more affluent markets as white
spaces. We then explore some successful efforts to make these issues visible and address them, including activism on the part of seniors and public dialog in social media. Despite this, we find that ongoing resistance to acknowledging farmers markets as spaces of racial inequality continues to challenge their food justice potential.

Recent studies of public space in US central cities tend to focus either on (1) market-driven placemaking (privatized parks, hipster shops) in gentrifying enclaves
or (2) street cultures (community gardens, hip-hop) in low-income neighborhoods. Neither focus adequately frames the ability of African Americans to shape public space as the white middle class returns to central cities. In this case study of downtown Detroit, I theorize a dialectic: the history of clashes between racial capitalism and social movements in public space reappears in the contradictory design of market-driven placemaking, which suppresses and displays cultures of resistance. White business and real-estate interests showcase downtown spaces to counter news of disinvestment and suffering in low-income neighborhoods. The legal and political legacies of civil rights and black power struggles–– combined with consumer demand (black culture sells)––force them to involve black entrepreneurs, professionals and artists in placemaking. This placemaking subordinates the black urban poor, even as it incorporates their street cultures. The contradictions of placemaking shape possibilities for resistance, as shown in mundane subversions and street protests that use the downtown spotlight to call for social justice citywide. This analysis contributes to research on public space at a time when new movements are challenging public order in the financial core of US cities.
Postmodernity and economic globalization incite countries, regions, and cities to compete for investments, consumers, and resources. In aspiring for a new position in this global market, cities utilize new urban practices that lead them to rediscover and reinvent identities and traditions. In Rio de Janeiro, the mythical dimension of the South Zone is inseparably incorporated to its identity. In evaluating the history of the imagery linked to the beaches and the projects for the waterfront, one may observe a social construction of a reality that is marked by a continuous redesigning of symbols but also by a discontinuity in the history of urban interventions. Although tourism and marketing continually praise the waterfront as a fundamental factor in the image of the city, a continuous public management process never really existed. The city managers must understand the beaches, the waterfront, and development along the shoreline as important resources in a continuous process of social construction of a reality that should not only address their images as commodities but should treat them as inseparable from the city's daily public and social lives.
Scholarship in urban sociology has pointed to the reliance of city governments on ever-more market mechanisms for organizing social and economic policy. This form of governance involves prioritizing cities’ cultural and social assets for their value in a global competition of urban “brands,” each competing for new infusions of human and investment capital. At the same time, however, cities have been at the center of seemingly progressive policy efforts aimed at promoting innovation, sustainability, and creativity. These themes represent a newly dominant planning discourse in cities across the globe. While researchers have thoroughly examined how “creative classes” and “creative cities” may exclude everyday, working-class, or poor residents, new urban imaginaries focused on sustainability potentially imply less stratified urban outcomes. Analyzing two high-profile interventions in Buenos Aires, Argentina—a sustainable urban regeneration plan for the historic downtown, and the creation of an arts cluster in the impoverished south of the city—this paper argues that despite divergent narratives, creative and sustainable urban projects suggest similar policy agendas, planning assumptions, and relationships to market mechanisms. Increasingly, global policies, whose design and objectives may appear to contradict market logics, may have outcomes that further them.
Art in public space in South Africa is
increasingly a more visible locus of sociopolitical resistance and recalibration
of the public sphere. This article focuses upon an emblematic example: the sculpture of a former colonialist, removed from its public university site in Cape Town following sustained protests. Since April 2015, the
empty plinth of Cecil John Rhodes has become a site of re-imagination – from graffiti interventions to performance and installation art. While the plinth continually morphs in symbolism and significance, its ousted artwork
waits at an undisclosed location for its fate to be decided. This interregnum represents a liminal condition that theorists call ‘third space’, extended in this research towards a fourth dimension of performativity. The
physical disappearance of the artwork has triggered a second life, its apogee a national protest movement with global resonance. Rhodes Must Fall and Fees Must Fall are student-led calls for university decolonisation and free education arguably best understood as provocation around systemic issues in society. As this deeper work ensues amid fractious contestations, the artwork's re-animation of the public sphere is clear. Its leftover plinth is political, making visible other kinds of structural voids. It is also poetic: a zombie monument demonstrating
through its reinventions public space as common space – contested, negotiated and performed in the daily creation of city futures.
In a context of increased urban competition, art and culture are often used by cities world-wide as tools to improve their image and make urban spaces attractive. In that process, art is—as we will argue—becoming a new urban norm, which is normalizing not only urban space and experience, but also art itself. By contributing to the pacification or securization of public spaces, art could encourage some behaviors or, on the contrary, discourage others. Reversely, this normative dimension of urban art could impact art itself, especially by redefining the limit between artistic forms that are either inclusive or exclusive, dominant or subversive. Through examples found during PhD fieldwork in Montreal and Johannesburg, we will demonstrate that this normalization of the city through art and of art through the city takes place in various urban contexts, that it questions the distinction between Northern and Southern cities, and the definition of a (global) city itself.
Infrastructure convenes social relations, thereby revealing how city dwellers access shared resources in the context of growing inequality. Our exploration of migrant infrastructure engages with how highly variegated migrant groups develop a ‘transaction economy’ (Simone, 2004) within marginalised city streets, exchanging goods and services, and information and care. In the context of ethnically diverse and deprived urban places, where state resources are increasingly diminished, we explore how a precarious yet skilled resourcefulness emerges through the street. Our empiri- cal exploration of migrant infrastructure is located on Rookery Road in Birmingham and on Narborough Road in Leicester, and draws on qualitative surveys with 195 self-employed proprie- tors from many countries of origin. The streets reveal transaction economies that intersect local and migratory resources, eluding the categorisation of cities associated with either a global North or a global South. Further, the lively nature of street transactions decentres western- centric measures of economic value. From the street, we develop a postcolonial analysis of infra- structure that relates properties of historic depth (power), socio-spatial texture (materiality) and locality (place).
This study tests the crime impact of the Boston South-west Corridor parkland, a 5-mile transit and linear park, on its adjoining neighbourhoods 15 years after its completion in the early 1980s. The study responds to concerns of local neighbour- hoods during the time of planning and construction, and to evidence of general public uneasiness about the dangers of linear parks to communities. In an analysis of two residential neighbourhoods adjoining the corridor, the study searched ®rst for evidence of crime spill-over from the corridor, and secondly for neighbours’ perceptions of corridor safety. To test crime spill-over, police calls from houses adjacent to the corridor were compared with calls from houses further away; interviews with residents investigated perceptions of the corridor’s safety. Findings revealed that though police calls were marginally more frequent from houses next to the corridor, these were considerably less frequent than calls from houses next to commercial streets. Interviews with residents revealed generally positive estimates of park safety by day, with low estimates of night-time safety and mixed estimates of its safety during twilight hours. Interviews also revealed heavy reliance on the corridor by the elderly and people with small children. The study concludes with recommendations for the future design of linear parks in cities.
This paper looks at new, high-profile redevelopment projects in Tokyo and New York City and their surroundings for examples of trends in the design of urban public spaces and changing patterns in how they are used. This includes new parks and other open spaces, landscaped plazas or public squares associated with new office towers, shopping centers and other largescale commercial developments, and various popular “festival sites” such as those along recreation waterfronts. A comparison indicates that both cities have quite a few new public spaces that enhance the quality of urban life and add aesthetic appeal, but that also reflect certain social problems and divisions. We see the following common trends: (1) increasing privatization of spaces that were once more clearly in the public domain; (2) increasing surveillance of public spaces and control of access to them in order to improve security; and (3) increasing use of design themes that employ “theme park” simulations and break connections with local history and geography. In the Tokyo area there is also a curious trend to create large, landscaped open areas near new development projects that few people use. They can be called “planned wastelands” or “new urban deserts”. New York City, on the other hand, has succeeded in having more people come together for enjoyment in parts of the city that were once all but abandoned. Applying a gender perspective to cities reveals how spatial structure and social structure are mutually constitutive. This article reviews the ways cities have reflected and reinforced gender relations in the United States from the turn of the twentieth century to the present. First, I discuss ways in which women in industrial cities challenged the ideology of separate spheres. Next, I suggest that the post–World War II city was shaped by an era of high patriarchy similar to the architectural high modernism of the same era, and in the third section, I explore how that urban structure limited women's opportunities outside the home. In the fourth part, I examine changes in the concept of gender as it expanded beyond masculine and feminine categories to include lesbians, gays, and transgender individuals. The article ends with a review of how women's and gay rights movements, gentrification, and planning practices have shaped a more gender-neutral contemporary metropolis.

This article asks whether locality and the varied resources, networks and racialized histories of local actors make a difference in the experience of immigrants and their transnational practices. Such questions are typically explored in metropolitan centers and global cities, but the present work results from an ethnographic study of a previously all‐white rural Illinois town, where the meat processing industry recruited a labor force translocally among Latin Americans and West Africans. The article reports on the experience of this rapidly diversifying town where both formal politics and the liberal‐democratic channels of citizens' participation in governance remain exclusionary. Despite this, the diverse immigrant populations have achieved a certain inclusion in public institutions and public spaces. Paying attention to the dynamics developing across immigrant groups through everyday spaces of interaction within their residential community, I argue that the kinds of mediating spaces local context offers are critical to the ability of diverse immigrant groups to renegotiate the interracial social and spatial relations they encounter in a highly contested and constrained context where a global corporation is the sole local employer.
Jane Jacobs's The Death and Life of Great American Cities (1961) had an enormous influence on urban design theories and practices. This study aims to operationalize Jacobs's conditions for a vital urban life. These are (1) mixed use, (2) small blocks, (3) aged buildings, and (4) a sufficient concentration of buildings. Jacobs suggested that a vital urban life could be sustained by an urban realm that promotes pedestrian activity for various purposes at various times. Employing multilevel binomial models, we empirically verified that Jacobs's conditions for urban diversity play a significant role with regard to pedestrian activity.
Urban public marketplaces in Global South cities host a vibrant mix of retail and wholesale trade. Yet local-to-national governments increasingly promote sanitized and privatized urban spaces by privileging modern retail outlets (malls and supermarkets) and discouraging “traditional” livelihoods (street vending and market stalls). These political decisions dramatically disrupt the public market trade that has provisioned urbanites for decades. To address this issue, this article analyzes how retailers working in the renowned Baguio City Public Market, northern Philippines, sustain their livelihoods given that Baguio City’s first phase of market redevelopment failed to meet their needs (e.g., insufficient store size and banning enterprises). Problematizing legal–illegal work and urban public space use, I argue that public marketers engage everyday and insurgent public space activism to protest their disenfranchisement. Although marketers generally have achieved selected demands, some have benefited more than others. Thus, I suggest that we consider not only marketers’ resistance but also the uneven political landscape within which they work—the power differentials among and between marketers and the state. The extent to which variously positioned marketers can realize livelihood rights highlights the unpredictability of civic engagement and “extralegality” when competing
ideologies clash over access to urban public space, legal–illegal practice, and appropriate urban provisioning.
Parallel to the recent rise in interest in public spaces, the proliferation of alluring, distinctive and exclusive public spaces in many post-industrial cities raises the question of how far these environments are truly ‘public’. This paper discusses the question of the ‘publicness’ of contemporary public spaces in Britain, where they have been placed at the top of the political agenda of the Labour Governments since the late- 1990s. Studying in depth the changing ‘publicness’ of the Grey’s Monument Area (GMA), a public space recently refurbished in the city centre of Newcastle upon Tyne, regarding the dimensions of ‘access’, ‘actor’ and ‘interest’, the paper seeks to show that, contrary to the wide recognition of diminishing ‘publicness’ of contemporary public spaces in urban design and planning literature, the recent refurbishment has in fact had both positive and negative impacts on the ‘publicness’ of the GMA. The paper concludes that contemporary public spaces may show different shades of ‘publicness’, in which degrees of ‘access’, ‘actor’ and ‘interest’ can vary widely, and seeks to underline the emerging trends and threats of: (i) the blurring distinction between public and private spaces, and (ii) image-led regeneration strategies dominating everyday society’s needs and civic functions of genuine ‘public’ spaces, and ultimately violating the ‘publicness’ of public realms in post-industrial cities.
Based on ethnographic fieldwork in the cities of Jakarta and Yogyakarta, this paper investigates the recent surge in the production and circulation of street art through technology and media in post-New Order Indonesia. The global style of street art communicates how public space and the street have become emblematic of changing discourses of individual rights, urban aesthetics, and the practice of citizenship in urban Indonesia. While the history of Western graffiti as a form of defacement and resistance continues to exert a powerful hold on the imagination of Indonesian street artists, I argue that the vernacular meaning of street art and graffiti refuses an easy bifurcation of public and private spaces, while blurring the lines between commercial and cultural urban interventions.
The 1992 Los Angeles riot, the boycotts of Korean-owned businesses, and the 1995 firebombing of a Jewish-owned store in New York's Harlem brought concerns about race and ethnic relations in black neighborhoods to the fore. Images of conflict seared into the public consciousness that black communities are fraught with racial animosity, with immigrant merchants pitted against black customers. The merchant- customer relationship has been cited as a catalyst to such conflicts. This image of conflict, however, is inconsistent with most merchant-customer interactions and does not reflect the full range of commercial life in black communities. Most merchant- customer interactions are civil and ordinary. Civil relations prevail because merchants foster civility, abate tensions, and thwart conflict. However, under conditions of extreme inequality, small events can trigger racial anger, and the symbolic significance of nonblack-owned businesses can become a stimulus of motivations for protest that leads to boycotts and firebombings. This study is based on 75 in-depth interviews of African American, Jewish, and Korean merchants and on 75 in-depth interviews with black customers and both participant and nonparticipant observation at five research sites in New York City and Philadelphia.
