This study examines the first two years of a tactical innovation that emerged in 2012 in Egypt, which involved activist groups organizing patrol-type "intervention teams" to combat sexual violence against women in public spaces. Findings reveal that the new tactic took different forms in the two places in which it was deployed, even though the same actors employed it. I argue that the place in which a new tactic emerges shapes the form it takes. When coming up with a new collective action tactic, activists elaborate visions about how to carry out their actions based on their collective identities and taste in tactics. But as they start experimenting with the new tactic on the ground, they learn about the places' material affordances, symbolic valence, and power relations, as well as the constraints and opportunities that they represent. The material properties of places shape activists' possibilities of movement, patterns of communication, field of vision, and capacity to escape repression or reach safe spaces. The configuration of actors in a place shapes the nature of their interactions with others on the ground, possible alliances, and sources of conflict. The symbolic meanings of places shape the resonance of a group’s actions and the degree of resistance that actors face. Place in part determines the ability of activists to develop a tactic in the form that best fits their preferences.
We study the link between self-employment and some salient aspects of entrepreneurship – namely business creation and innovation – in urban and rural labour markets. In order to do so, we combine indi- vidual and firm-level data for Britain aggregated at the Travel-to-Work Area level. We find that a higher incidence of self-employment positively and strongly correlates with business creation and innovation in urban areas, but not in rural areas. We also document that more rural than urban workers become self- employed in areas with comparably poor labour market opportunities, although this heterogeneity is not evident when focussing on entrepreneurship. Finally, we show that the misalignment between self- employment and our proxies for entrepreneurship in rural areas disappears once we account for local labour market conditions. Our results suggest that self-employment, business creation and innovation are well lined-up in urban areas because they capture the same economic phenomenon – namely, gen- uine entrepreneurship. This is not the case for rural areas.
Little empirical research exists on major changes in the strategies and tactics of social movements, but some researchers argue that organizational readiness and political opportunities produce such changes. This article examines the circumstances that led some state woman suffrage movements to use a bold new tactic, the suffrage parade, beginning in the early twentieth century. An event-history analysis reveals that organizational readiness and political opportunities had little to do with change in the suffragists' strategic approach. Rather, the change occurred when movements consisted of a diverse assortment of organizations, when movement organizations were less centrally structured, when conflict existed among movement members, when movements engaged in fundraising, and when the suffragists had recently experienced significant political defeat. The model of tactical change presented here better explains the impetuses for such a shift than do earlier explanations.

The popularity and impact of the High Line in New York mirrors the complex reality of contemporary provision of public space. The development of the project, its relation- ship to its surroundings and the evolving trend of elevated parks are analyzed in relation to the role of urban green space and impacts of Landscape Urbanism. The High Line shows the way to a new role for urban green space by utilizing abandoned infrastructure. In analysing the narrative of the High Line, this article stresses the importance of understanding localities and connectivity. Based on observations as well as a review of the literature and media, the article concludes that great landscaping does not create great places without careful consideration of the surrounding community and residents.
City beaches are produced by spreading sand, deckchairs and umbrellas onto industrial brownfields, parking lots, rights-of-way or other under-utilized open spaces. Where major reinvestment projects are lacking, these informal developments offer great amenity. This approach to placemaking is post-Fordist. It is highly flexible, even mobile. It involves complex, temporary networks of people and resources. It focuses on ‘soft’ content—services, programmes, themes, atmosphere—rather than inflexible built form. This enables rapid innovation. Through four case studies, the paper explores the roles and relationships among diverse actors—city mayors, entrepreneurs, property developers, grass-roots organizations, think-tanks and planners—in the production of city beaches, and identifies what new policies, tools and management approaches they require.

A medium-density planned neighborhood designed for a centrally located piece of urban land in the 1970s invoked some specific social-mix targets for the residential population of some 850 dwelling units. The site plan was developed in accordance with explicit planning principles derived from the Pattern Language by C. Alexander et al. A postoccupancy evaluation of residents' status, attitudes, and behaviors suggests that the design of a successful environment for a socioeconomic population mix involves a delicate balance between privacy and community. Such a balance is more complex and requires more careful design and more subtle innovation than the simple "if-then" logic of the Patterns used in planning this neighborhood.

This article explores how indigenous migrants experience the sociopolitical and existential condition of “illegality” in the United States. Drawing on the experiences of Maya migrants from Yucat´an, Mexico, in the San Francisco Bay Area, I argue that the specter of state surveillance and the threat of law enforcement produce a particular politics of (im)mobility for indigenous migrants. This local politics of mobility takes form through spatial tactics of invisibility and visibility. Tracing migrants’ tactical maneuvers through public space, I show how their relations to space, place, and movement alter cultural sensibilities of tranquilidad (tranquility), and further instantiate “illegality” as a site of exclusion. This analysis of the experiential effects of anticipated surveillance provides a
deeper understanding of the power of the state to enforce migrant “illegality” even in cities that promise official sanctuary.

In the networked information and knowledge-based economy and society, the notions of ‘open’ and ‘openness’ are used in a variety of contexts; open source, open access, open economy, open government, open innovation – just to name a few. This paper aims at discussing openness and developing a taxonomy that may be used to analyse the concept of openness. Are there different qualities of openness? How are these qualities interrelated? What analytical tools may be used to understand openness? In this paper four qualities of openness recurrent in literature and debate are explored: accessibility, transparency, participation and sharing. To further analyse openness new institutional theory as interpreted by Williamson (2000) is used, encompassing four different institutional levels; cultural embeddedness, institutional environment, governance structure and resource allocations. At what institutional levels is openness supported and/or constrained? Accessibility as a quality of openness seems to have a particularly strong relation to the other qualities of openness, whereas the notions of sharing and collaborative economics seem to be the most complex and contested quality of openness in the knowledge-based economy. This research contributes to academia, policy and governance, as handling of challenges with regard to openness vs. closure in different contexts, territorial, institutional and/or organizational, demand not only a better understanding of the concept, but also tools for analysis.
Scholarship in urban sociology has pointed to the reliance of city governments on ever-more market mechanisms for organizing social and economic policy. This form of governance involves prioritizing cities’ cultural and social assets for their value in a global competition of urban “brands,” each competing for new infusions of human and investment capital. At the same time, however, cities have been at the center of seemingly progressive policy efforts aimed at promoting innovation, sustainability, and creativity. These themes represent a newly dominant planning discourse in cities across the globe. While researchers have thoroughly examined how “creative classes” and “creative cities” may exclude everyday, working-class, or poor residents, new urban imaginaries focused on sustainability potentially imply less stratified urban outcomes. Analyzing two high-profile interventions in Buenos Aires, Argentina—a sustainable urban regeneration plan for the historic downtown, and the creation of an arts cluster in the impoverished south of the city—this paper argues that despite divergent narratives, creative and sustainable urban projects suggest similar policy agendas, planning assumptions, and relationships to market mechanisms. Increasingly, global policies, whose design and objectives may appear to contradict market logics, may have outcomes that further them.
There are numerous ways in which people make illegal or unauthorized alterations to urban space. This study identifies and analyzes one that has been largely ignored in social science: explicitly functional and civic-minded informal contributions that I call “do-it-yourself urban design.” The research, which began as an investigation into more “traditional” nonpermissable alterations, uncovered these cases—from homemade bike lanes and street signs to guerrilla gardens and development proposals—that are gaining visibility in many cities, yet are poorly accounted for by existing perspectives in the literature. This article examines the existing theories and evidence from interviews and other fieldwork in 14 cities in order to develop the new analytical category of DIY urban design. I present findings on the creators of these interventions, on their motivations to “improve” the built environment where they perceive government and other development actors to be failing, and on the concentration of their efforts in gentrifying areas. This introduces the possibility of conflict and complicates their impact. I argue that DIY urban design has wide-ranging implications for both local communities and broader urban policy.

The 21st century city is faced with a myriad of social, political and environmental complexities. The increasing global urbanisation puts pressure on the various spheres of government as well as on citizens to continuously redefine and manage public assets and spaces – often built for social contexts that no longer exist. While top-down approaches have arguably failed to engage and motivate communities in meaningful ways, bottom-up initiatives have also proved difficult in promoting lasting impact on official policies. The democratisation of digital technologies provides new opportunities for citizens to organise themselves around local issues. These complexities galvanise communities around a civic debate about the present and future identity of the places they live in. Yet, it is still fairly challenging to balance community expectations, on one hand, with transparency regarding the complex decision-making processes inherent to public administration, on the other. In this paper, we present common approaches to placemaking. We then discuss new forms of digital placemaking and illustrate their application through four interventions we ran to investigate digital technology adoption for community engagement initiatives. Based on those scenarios, we investigate: (1) the shifting role of digital technologies as tools employed by individual groups to create placemaking initiatives, and (2) media interventions that inform and bring decision makers at the top, and citizens at the bottom together into more collaborative and focused city making efforts.
