This paper looks at new, high-profile redevelopment projects in Tokyo and New York City and their surroundings for examples of trends in the design of urban public spaces and changing patterns in how they are used. This includes new parks and other open spaces, landscaped plazas or public squares associated with new office towers, shopping centers and other largescale commercial developments, and various popular “festival sites” such as those along recreation waterfronts. A comparison indicates that both cities have quite a few new public spaces that enhance the quality of urban life and add aesthetic appeal, but that also reflect certain social problems and divisions. We see the following common trends: (1) increasing privatization of spaces that were once more clearly in the public domain; (2) increasing surveillance of public spaces and control of access to them in order to improve security; and (3) increasing use of design themes that employ “theme park” simulations and break connections with local history and geography. In the Tokyo area there is also a curious trend to create large, landscaped open areas near new development projects that few people use. They can be called “planned wastelands” or “new urban deserts”. New York City, on the other hand, has succeeded in having more people come together for enjoyment in parts of the city that were once all but abandoned. This article focuses on the dynamics between migrant street vendors and public security forces and the complex social production of urban public space in Guangzhou. As an answer to daily contestation of public order, security agencies reluctantly open flexible windows of business opportunities to hawkers. Zones and periods of control, ‘soft’ approaches, and categories of ethnic belonging influence everyday governance and accessibility of public space. This results in a transient public space, fluid and continuously changing, which offers a new perspective on openness and functioning of public space in urban China.

The socio-legal technology of licensing is one of the primary tools governments use to manage spaces and practices deemed risky or threatening to public order. Licensing requirements thus play a crucial role in shaping routine experiences in public space as well as the trajectories of emerging forms of public life. Yet licensing laws have largely been ignored in critical urban scholarship: too often concerned with the interpretation and critique of popular practices and public spaces, the mundane operations of urban governance are often left to practitioners and policy researchers. This article demonstrates how paying closer attention to licensure can provide valuable and unexpected insights into matters of social equality, urban amenity and economic opportunity. It does so through a comparative inquiry into practices of street food vending in New York City, Seattle, and Portland, Oregon. Drawing on ethnographic study and interviews, the article demonstrates how licensing can be involved in the production of quite peculiar and unjust geographies of practice, but also how shifts in popular culture can force a reconsideration of taken-for- granted laws. In conclusion, it is argued that a focus on licensing offers a productive pathway for new forms of critical urban research and provides a potential point of leverage in efforts to configure better and more democratic forms of urban public life.
Based on ethnographic fieldwork in the cities of Jakarta and Yogyakarta, this paper investigates the recent surge in the production and circulation of street art through technology and media in post-New Order Indonesia. The global style of street art communicates how public space and the street have become emblematic of changing discourses of individual rights, urban aesthetics, and the practice of citizenship in urban Indonesia. While the history of Western graffiti as a form of defacement and resistance continues to exert a powerful hold on the imagination of Indonesian street artists, I argue that the vernacular meaning of street art and graffiti refuses an easy bifurcation of public and private spaces, while blurring the lines between commercial and cultural urban interventions.
The World Trade Center site allows anthropologists and educators to reflect on the relationship of public space to culture, and to consider the symbolic importance of this site for imagining the public culture of the future. Public spaces in the city have the potential of being places of learning and democratic practice, but the trend toward increased surveillance and policing of these spaces, exaggerated by September 11, makes this potential difficult to realize. Anthropologists and educators interested in the nexus of education, place, and culture should consider becoming involved in this imagining process and insert themselves into the ongoing debate in order to preserve spaces for learning and democracy.
Public art is an artistic expression created in streets, squares and other public spaces, including parks. Using the two popular public parks in the New York City, Central Park and the High Line, this paper explores the affordances offered by public art in these two urban environments, with a focus on physical, intellectual and emotional connections between the visitor, the artwork and the landscape setting. Using affordance theory as a framework, it considers the design of the landscape as a behaviour setting that affords viewing, acknowledgement and reflection of the artwork within the contemporary cultural context. Using preliminary qualitative observations of six artworks within the two parks, this research suggests that public art has the potential to afford such diverse opportunities for public park visitors. In order for these affordances to be actualised, the design of the park and the artwork’s intentions should be coordinated to ensure that the experiences of the visitor align with the claimed benefits of public art.

Today, although most of the international research community considers climate change adaptation to be essential, there is limited knowledge on its concrete integration with contemporary placemaking. Yet, with the emergence of the adaptation agenda, the effects of urban climatology are continually coercing the need for concrete action to increase the climatic responsiveness of urban environments. This article is constructed upon a “Research for Design” approach, and focuses upon improving urban design guidelines by reviewing existing theoretical/empirical research on how pedestrian comfort levels can be addressed through public space design. The objective is to incorporate such qualitative and quantitative interrogations into a generic tool such as the “Place Diagram” by the PPS. A total of six intangible criteria, and six measurable attributes, are explored and structured in order to introduce new generic design considerations which can contribute to the responsiveness of urban outdoor spaces in an era of expected climate variability.
There are numerous ways in which people make illegal or unauthorized alterations to urban space. This study identifies and analyzes one that has been largely ignored in social science: explicitly functional and civic-minded informal contributions that I call “do-it-yourself urban design.” The research, which began as an investigation into more “traditional” nonpermissable alterations, uncovered these cases—from homemade bike lanes and street signs to guerrilla gardens and development proposals—that are gaining visibility in many cities, yet are poorly accounted for by existing perspectives in the literature. This article examines the existing theories and evidence from interviews and other fieldwork in 14 cities in order to develop the new analytical category of DIY urban design. I present findings on the creators of these interventions, on their motivations to “improve” the built environment where they perceive government and other development actors to be failing, and on the concentration of their efforts in gentrifying areas. This introduces the possibility of conflict and complicates their impact. I argue that DIY urban design has wide-ranging implications for both local communities and broader urban policy.
This paper introduces ‘fourth places’ as an additional category of informal social settings alongside ‘third places’. Through extensive empirical fieldwork on where and how social interaction among strangers occurs in the public and semi-public spaces of a contemporary masterplanned neighbourhood, this paper reveals that ‘fourth places’ are closely related to ‘third places’ in terms of social and behavioural characteristics, involving a radical departure from the routines of home and work, inclusivity and social comfort. However, the activities, users, locations and spatial conditions that support them are very different. They are characterized by ‘in-betweenness’ in terms of spaces, activities, time and management, as well as a great sense of publicness. This paper will demonstrate that the latter conditions are effective in breaking the ‘placelessness’ and ‘fortress’ designs of newly designed urban public spaces and that, by doing so, they make ‘fourth places’ sociologically more open in order to bring strangers together. The recognition of these findings problematizes well-established urban design theories and redefines several spatial concepts for designing public space. Ultimately, the findings also bring optimism to urban design practice, offering new insights into how to design more lively and inclusive public spaces.
Studies of seasonal barriers for outdoor activities seldom view families’ play practices as grounded in the everyday experience of the natural elements. This paper brings 20 families’ mundane outdoor play ex- periences in Auckland's temperate climate to the fore. Through drawings and interviews, families re- siding in both suburban detached houses and central city apartments revealed locally constituted beliefs about appropriate play spaces (e.g. garden, park). While the majority of participants retreated to indoor activities during winter, some children and their parents viewed the outdoors as the only opportunity for ‘real fun’. We advocate the importance of a better understanding of children's seasonal outdoor play. In particular, we argue that in order to promote year-round healthy levels of outdoor activities it is ne- cessary to understand variations in societal, neighbourhood and family values attributed to outdoor activities. Further, to develop a more nuanced understanding of the locational complexities of outdoor play it is important to understand the meanings of, and practices associated with, seasonal and weather conditions in different international locations.
The Israeli protest movement 'Women in Black' is studied by focusing on the movement's mode of protest, which is used as a prism through which to analyse the manner in which the structure, contents and goals of protest challenge the socio-political and gender orders. The article analyses the protest vigil of 'Women in Black' in Jerusalem, and characterizes it, following Handelman (1990), as a minimalist public event. After examining and analysing the sources of minimalism it was concluded that minimalism was the result of two social processes attendant at the formation of 'Women in Black' as a social movement: personal interpretation of the political field, and avoidance of ideological deliberation amongst the participants. The minimalism of the public event preserved the movement for six years and created a collective identity that emphasized the symbolic difference between those within the demonstration and those outside it. This difference was symbolized by a juxtaposition of opposites. The essence of opposites is analysed by means of 'thick description', i.e., by deciphering them in the context of Israeli society. The study concluded that the mode of protest of 'Women in Black' has created a symbolic space in which a new type of political woman is enacted. This identity challenges established socio-cultural categories Israel.
While the age of physical environments is the central tenet of historic preservation, there is a lack of empirical evidence about how everyday people actually value, perceive, and experience age as an intrinsic part of an urban environment. In order to ameliorate this knowledge deficit, this study employs phenomenology to understand the lived experience of being in a “new” versus an “old” or “historic” urban residential environment. The new environment is the I’On new urbanist development in Mt. Pleasant, South Carolina, and the old environment is the location of the United States’ first historic district in Charleston, South Carolina. These locations are approximately within five miles of each other. In both places, the physical characteristics of the built environment are remarkably similar in density, form, layout, and design, but the age is dramatically different. Through photo elicitation techniques and interviews, the results of this study reveal that residents of historic Charleston and I’On value their built environments in remarkably similar ways. Surprisingly, elements that evoke a strong sense of attachment tend to be landscape features, such as gates, fountains, trees, and gardens rather than buildings. The informants valued the “mystery” that they felt was part of the landscape and which consisted of layered elements such as fences, gates, and paths, such that these features (including buildings) had to be “discovered.” Lastly, the informants strongly valued landscapes that showed “people care” through regular maintenance. The essential difference in people’s experience and valuation of the new environment (I’On) and the old environment (historic Charleston) is in the older environment’s ability to instill creative fantasies in the minds of the informants based on a hypothetical past of their own creation. The informants in I’On did not share these kinds of meanings.
In this article we aim to utilise and apply ethnomethodological and interactionist principles to the analysis of members’ situated accounts of regenerated urban space. With reference to previous empirical studies we apply membership categorization analysis and the concept of mundane reason to data gathered from situated street level interviews carried out as part of a programme of ethnographic research into the regenerated setting of Cardiff Bay. The article demonstrates that these data yield sociological insight into social actors’ interpretive and interactional reasoning in relation to the negotiation, navigation and comprehension of space and place. Through this work the patterned signatures of the urban interactional order can be identified. Furthermore, we illustrate the forms of emic rationality associated with the everyday and ubiquitous constitution of urban space as a meaningful, and thence cultural, milieu. It is our claim that an appreciation of these urban forms of reasoning is important in the ethnographic, sociological and geographical analysis of space and place.

Recent studies of public space in US central cities tend to focus either on (1) market-driven placemaking (privatized parks, hipster shops) in gentrifying enclaves
or (2) street cultures (community gardens, hip-hop) in low-income neighborhoods. Neither focus adequately frames the ability of African Americans to shape public space as the white middle class returns to central cities. In this case study of downtown Detroit, I theorize a dialectic: the history of clashes between racial capitalism and social movements in public space reappears in the contradictory design of market-driven placemaking, which suppresses and displays cultures of resistance. White business and real-estate interests showcase downtown spaces to counter news of disinvestment and suffering in low-income neighborhoods. The legal and political legacies of civil rights and black power struggles–– combined with consumer demand (black culture sells)––force them to involve black entrepreneurs, professionals and artists in placemaking. This placemaking subordinates the black urban poor, even as it incorporates their street cultures. The contradictions of placemaking shape possibilities for resistance, as shown in mundane subversions and street protests that use the downtown spotlight to call for social justice citywide. This analysis contributes to research on public space at a time when new movements are challenging public order in the financial core of US cities.

Problem, research strategy, and findings: Around the globe, streets and sidewalks in cities are being contested as spaces that should be used for more than transportation. This article challenges our understanding of both property rights and public space by applying a property rights framework to situate sidewalk use debates. It analyzes and maps the sidewalk property regimes of Ho Chi Minh City, Vietnam, through a novel integration of surveying and ethnography. The case illuminates the feasibility of a mixed-use sidewalk that can be shared between various kinds of uses and users. A mixed-use sidewalk that is both cooperative and livable is possible if planners incorporate time into planning space in order to expand the sidewalk's flexibility and if local society can renarrate and enforce new legitimacies on the sidewalk. Takeaway for practice: Sidewalk space deserves more attention as an important public space. In our era of historic urbanization, we should reconceive sidewalks as a mixed-use space rather than an exclusively pedestrian zone. Moreover, North American planners would benefit from engaging with public space experiments happening in cities in the developing world. This paper examines changing notions of public and private spaces in post-reform urban Shanghai by focusing on the emergence of private gated communities (fengbi xiaoqu) and their impact on the privatization of urban space and social life in the city. While gated communities in Anglo-American literature are typically cast in a negative light (often depicted as the bulldozing of public spaces by private interests), this paper offers a nuanced interpretation by arguing how Shanghai’s gated communities are, potentially, sites where greater household autonomy and personal freedom may be realized away from the hegemonic control of the Communist Party-state. By examining the evolving notions of private life/privacy in Shanghai, this paper contributes to the nascent understanding of the concepts of public and private in a non-Western context.
This article examines the role of animals in the processes of social inclusion and exclusion in a gentrifying neighborhood. Residents who move into mixed-income, inner-city neighborhoods generally express a taste for diversity while simultaneously attempting to distance themselves from “undesirables.” Dogs allow newcomers to manage these tensions. The urge to control public spaces leads to the creation of new and quasi-exclusionary places, such as dog runs. At the same time, in the process of creating them, residents produce the neighborhood's image as a “diverse community.” Based on fieldwork conducted in a neighborhood of a large city in the northeastern United States, the author uses a wide range of discourse settings and genres to demonstrate that discursive production is part-and-parcel of the process of making places.

By studying the mathematical properties of metrics, we identify three fundamental characteristics of distance, which are optimality, detour and break. In this paper, we explore the implications of these properties for transport planning, urbanism and spatial planning. We state that distances contain the idea of optimum and that any distance is associated to a search for optimisation. Pedestrian movements obey this principle and sometimes depart from designed routes. Local suboptimality conveyed by public transport maps has to be corrected by interventions on public space to relieve the load on central parts of networks. The second principle we state is that detour in distances is most often a means to optimise movement. Fast transport systems generate most of the detour observed in geographical spaces at regional scale. This is why detour has to be taken into account in regional transport policies. The third statement is that breaks in movement contribute to optimising distances. Benches, cafe´s, pieces of art, railway stations are examples of the urban break. These facilities of break represent an urban paradox: they organise the possibility of a break, of a waste of time in a trip, and they also contribute to optimising distances in a wider
network. In that sense, break should be considered as a relevant principle for the design of urban space in order to support a pedestrian-oriented urban form.
This article examines the new phenomenon of “citizens’ groups” in contemporary Mumbai, India, whose activities are directed at making the city’s public spaces more orderly. Recent scholarship on Mumbai’s efforts to become a “global” city has pointed to the removal of poor populations as an instance of neoliberal governmentality as espoused by the Indian state following the “liberalization” of the economy in the early 1990s. However, in this case, it is these civil society organizations, not the state—whose functionaries in fact benefit from a certain element of unruliness on the streets—who are the agents of increased control over populations and of the rationalization of urban space. This article, based on fieldwork-based research, argues that the way in which citizens’ groups exclude poor populations from the city is more complex than a straightforward deployment of neoliberalism, and is imbricated with transnational political economic arrangements in uneven and often inconsistent ways. In particular, this article explores how civic activists in these organizations envision their role in the city, and how their activism attempts to reconfigure the nature of citizenship. For instance, civic activists consider themselves to be the stewards of the city’s streets and sidewalks, and wage their battles against what they consider unruly hawkers, a corrupt state, and a complacent middle-class public. Moreover, civic activists render street hawkers’ political claims illegitimate by speaking on behalf of the abstract “citizen” of Mumbai, thus implying that hawkers’ unions speak only on behalf of the vested interests of a single population. In this way, they mobilize a normative notion of civil society in order to exclude the vast segment of city residents who either sell or buy goods on the street. In doing so, the civic activists transform the discourse and practice of politics in the city, so that, ironically, while on one hand using the rhetoric of citizen participation, they in fact undermine the radically heterogeneous forms of democratic political participation the city offers.
This article assesses the sources and consequences of public disorder. Based on the videotaping and systematic rating of more than 23,000 street segments in Chicago, highly reliable scales of social and physical disorder for 196 neighborhoods are constructed. Census data, police records, and an independent survey of more than 3,500 residents are then integrated to test a theory of collective efficacy and structural constraints. Defined as cohesion among residents combined with shared expectations for the social control of public space, collective efficacy explains lower rates of crime and observed disorder after controlling neighborhood structural characteristics. Collective efficacy is also linked to lower rates of violent crime after accounting for disorder and the reciprocal effects of violence. Contrary to the “broken windows” theory, however, the relationship between public disorder and crime is spurious except perhaps for robbery.
