This paper problematises public artopia, in other words the collection of claims in academic literature concerning the allegedly physical-aesthetic, economic, social, and cultural-symbolic roles of art in urban public space. On the basis of interviews with public-art producers (artists, public officials, investors, and participating residents) in a flagship and a community-art project in Amsterdam, we analyse the situatedness of their public-art claims according to actors’ roles, geographical context, and time. The research suggests that public-art theory and policy suffer from three deficiencies. Theoretical claims about public-art and policy discourse feature, first, a failure to recognise different actors’ perspectives: claims fail to locate situated knowledges that are intrinsically (re)constituted by actors’ roles articulating with one another in time and space. Second is the lack of geographical contextuality: claims do not elaborate appropriately on distinct discourses about art projects’ spatial settings. Third is the lack of temporal perspective. Claims neglect the practice of public-art realisation: that is, the evolution of claims and claim coalitions over the time horizon of the art projects: preparation, implementation, and evaluation.

This two-part paper draws upon different scholarly traditions to highlight the key tensions at the heart of the contemporary public space debate. Critiques of public space can broadly be placed into two camps, those who argue that public space is over- managed, and those who argue that it is under-managed. This over-simplifies a complex discourse on public space that this paper aims to unpack, but nevertheless provides a useful lens through which to view the critiques. In fact there are a series of discrete but related critiques of the contemporary public space situation, and it is these that the first part of this paper identifies and organizes. In so doing it also reveals a range of public space types that are used in the second part of the paper to suggest a new typology of public space.

In the 1990s, the Georgian sculptor Zurab Tsereteli triggered a furor over the millions of tax dollars the Moscow city government paid him for his monumental art installations around the Russian capital. Critics have assailed such gross expenditure in a period of economic privation, questioned the propriety of Tsereteli's ties to power, and ridiculed his often cartoon-like aesthetics. In the embattled new Russian state, this infantilization of public space through government-sponsored art reprises a familiar discourse of timeless
innocence in the service of state power.

Urban public space is once again a 'hot' topic and figures strongly in place quality discourse. City spaces are being recycled, reinterpreted and reinvented in a drive for a competitive quality of place. This article illustrates the changing face of contemporary UK public space through a qualitative analysis of the perceptions held by public and professional-bureaucratic actors. Drawing on empirical case study research of five recent enhancement schemes at prominent nodes throughout the North East of England, the research explores the culture and economics of urban public space design. Tentative observations are expressed in terms of the links between cultural activity and economic vitality, and some reflections on policy and practice are put forward.

Through an exploratory study of romantic heterosexual couples in a public park situated in Hanoi’s outskirts, this article offers a conceptual rethinking of a western understanding of the park’s public/private dichotomy which can then be used to better appreciate how these categories are evolving in western urbanizing societies and their impacts on gender relations. By developing a relational, spatialized understanding of how young romantic couples justify their ‘transgressive’ displays of sexual intimacy in public spaces in contemporary urban Vietnam, this article focuses on how couples, especially women, manage their visibility. This analysis confronts the public civilizational discourse on Vietnamese sexual restraint by analyzing how young couples justify their romantic displays by creating an intimate space within a public environment. This space of visible intimacy is justified through their commitment to marriage. For the individuals involved in these romantic couples, visibility is justified, particularly for young women, through the enjoyment of a newly gained sexual autonomy as they migrate to the city.

This is a study of Istanbul's periodic bazaars and an attempt to place them in the context of contestation over urban space, urban poverty and informality. The periodic bazaars in the city are either disappearing or being moved to the outskirts. These trends reflect and reproduce spatial unevenness in the city, manifesting new forms of social exclusion and polarization. The city's increasingly commodified urban space has become an arena of social and economic contestation. We address these questions by focusing on the story of the relocation of one of Istanbul's most popular periodic bazaars, the Tuesday bazaar in Kadıköy. Our analysis reveals that the relocation and reorganization of bazaars in Istanbul in the 2000s have largely been driven by rising real‐estate prices in the city: land has simply become too precious a commodity to be left to the bazaaris. Furthermore, in the context of a pervasive neoliberal discourse on urban renewal and modernization that promotes the notion of a hygienic city, the bazaaris, it seems, have become the new undesirables of the urban landscape, leaving them under double siege from the commodification of public land and from spatially defined social exclusion.

The paper explores the extent to which inhabitants of Abu Dhabi find ways circumvent official notions of order as it pertains to the use of open public spaces in the city. To that effect, the study focuses on informal modes of urbanity examining and mapping various forms of informal activities that still persist in the city. The study relies on field research carried out in Abu Dhabi's central area, content analysis of media reports, and interviews with officials and city residents. This will be contextualized and situated within the overall urban development Abu Dhabi. These contemporary modes of informal urbanism will be mapped through a survey of the city's public spaces. A series of vignettes offers a portrayal of the diverse ways in which residents have constructed an alternative order. The overall aim is to construct a 'narrative of informality'—a view from below offering a more substantive assessment of people's interaction with, and relation to, the built environment. The paper begins with a theoretical framework aiming at situating the study within the overall discourse known as 'informal urbanism' the study of the everyday which, while prevalent to various degrees within urban theory, has been receiving renewed emphasis. The overall value for mapping activities both at the level of urban theory and for the urban development of Dhabi is discussed in the conclusion.

In the prevailing literature on contemporary public spaces, two contested sets of arguments become apparent: one depicts the ‘end of public space’, while the other challenges with this ‘end of public space’ discourse. Following the debates, one can ask the question of whether there has been any ideally ‘public’ or ‘inclusive’ public space ever in cities, or the inclusivity (thereby ‘publicness’) of public spaces can or may change in time based on a variety of factors. This research, addressing these questions, contributes to this ongoing discussion, first by providing a model of inclusivity for the qualitative assessment of public spaces, and second by using this model to provide an empirical analysis on the largest urban park in the historic city centre of Ankara, namely Gençlik Park (GP). After in-depth analysis of the changing inclusivity of GP from its heydays to nowadays regarding four dimensions of ‘access’, in relation with its design, manage- ment, control and use processes, as well as the contextual aspect of the inclusivity–exclusivity continuum of public–private spaces, it concludes that the ‘inclusive’ nature of public spaces might change and evolve depending on time dimension, as well as the local and global contexts within which the public space is set and bounded. Although the causes and issues regarding the inclusivity capacity of public spaces are complex – that is, ‘multiple’, ‘site-specific’ and ‘interrelated’, the continuous presence of democratic and egalitarian procedural accessibility, which embraces all segments of the public, which gives them the opportunity to raise their voices and opinions about the public spaces, and which deliberation is used as the mechanism to endure a consensual rather than authoritarian style of interaction is a requirement for generating and maintaining inclusive public spaces.

While research on business improvement districts (BIDs) has considered the constraints BIDs can place on the negotiation of public space and citizenship, little work has focused on the process of establishing neighborhood BIDs (NBIDs), and few scholars have examined perceptions of public space held by actual neighborhood constituents. This article analyzes a participatory mapping project and messages on a neighborhood e-mail list to compare the visions of place expressed by disempowered community members and by an NBID proposal. Our analysis illuminates how local power relations and inequalities can become inscribed in urban planning projects like NBIDs.

Against a backdrop of widespread panic about children's safety and the unruliness of teenagers, efforts to remove young people from public space are becoming increasingly pervasive. Public space is being constructed as adult space through legal mechanisms such as curfews, which seek to curtail young people's spatial freedoms and contain them within their homes. Ostensibly motivated by a desire to reduce youth crime and victimisation, curfews reflect a contemporary preoccupation with achieving social control through the control of space. This is certainly the case in the US – the Western nation where juvenile curfews are most prevalent, despite rhetoric about the `fundamental' nature of individual freedoms. In this paper, critical discussion of the American situation provides a backdrop for considering curfews recently imposed in Paeroa and Te Kuiti, two New Zealand towns. It is contended that these curfews were as much about enforcing a particular notion of `parental responsibility' as controlling young people themselves. We conclude that a discourse of rights provides a particularly strong foundation for arguing against curfews.

Since the 1970s, certain types of upscale restaurants, cafés, and stores have emerged as highly visible signs of gentrification in cities all over the world. Taking Harlem and Williamsburg as field sites, we explore the role of these new stores and services (“boutiques”) as agents of change in New York City through data on changing composition of retail and services, interviews with new store owners, and discursive analysis of print media. Since the 1990s, the share of boutiques, including those owned by small local chains, has dramatically increased, while the share of corporate capital (large chain stores) has increased somewhat, and the share of traditional local stores and services has greatly declined. The media, state, and quasi-public organizations all value boutiques, which they see as symbols and agents of revitalization. Meanwhile, new retail investors—many, in Harlem, from the new black middle class—are actively changing the social class and ethnic character of the neighborhoods. Despite owners’ responsiveness to community identity and racial solidarity, “boutiquing” calls attention to displacement of local retail stores and services on which long-term, lower class residents rely and to the state’s failure to take responsibility for their retention, especially in a time of economic crisis.

Discussions of public space and the public have become complicated in recent years. This article seeks to bring some clarity to these discussions by examining where participants in public space debates ‘locate’ the public – those spheres or realms where participants believe a public is constituted and where public interest is found. To identify the ways in which public space is conceptualized and located, we analyze the literature on public space, interviews with scholars actively involved in public space research, and interviews with participants in a series of public space controversies in the USA. We find that differing definitions of ‘the public’ that underlie these conceptualizations are rooted in strongly held political orientations and normative visions of democracy. But we also find that there is considerable overlap in how participants frame their understandings of publicity, and thus there is a basis for more thorough debate and even transformation of policy and practice.

In the public-space discourse Los Angeles is usually portrayed as more "anti-city" than city. Its landscape is overrun by houses, "private-public" squares and plazas, theme parks, shopping malls, and so on and lacks inclusive public places. Yet this discourse has essentially disdained to contemplate a major public space that contradicts its general thesis: the Los Angeles coast. The coast is meaningful public place in two specific senses. First, it symbolizes Los Angeles as a whole and therefore provides a basis for regional public identity. Second, Angelinos themselves take the coast seriously as a public place, and they have striven to make it inclusive in prac- tice.

The recent flurry of research about arts‐led regeneration initiatives illuminates how contemporary arts festivals can become complicit in the production of urban inequality. But researchers rarely engage with detailed empirical examples that shed light on the contradictory role that artists sometimes play within these spectacularized events. Similar research in performance studies connects the political limits and potential of social practice arts — interventions that encourage artists and non‐artists to co‐produce work — as civic boosters strive to stage cities in order to attract investment. In this article, I explore the case study of Streetscape: Living Space at Regent Park, a participatory artistic intervention programmed in a public housing neighbourhood that is undergoing redevelopment in Toronto, Canada. Streetscape was part of the Luminato festival, an elite booster coalition‐led festival of ‘creativity’. I refer to these arts interventions to demonstrate how artists engaging in social practice arts can become complicit in naturalizing colonial gentrification processes at multiple scales. But I also reveal how artists can leverage heterogeneous arts‐led regeneration strategies to make space for ‘radical social praxis’ (Kwon, 2004), interventions that challenge hegemonic regimes. I conclude by interrogating the effectiveness of place‐based efforts in unsettling the ‘creative city’.

In this article the ambivalence of public policy responses to diversity on the street are documented empirically through a detailed case study of the marginalization of youth from the downtown public spaces of Portland, Maine, USA. Urban planners, architects and property developers have become increasingly concerned with improving the quality of urban life and the public spaces on which it depends. They argue that urban revitalization initiatives must embrace diversity — cultural and economic, as well as functional and spatial. This diversity of different ‘diversities’ is often under‐theorized, as are the benefits of, and relationships among, social and cultural diversity, economic diversification, mixed‐use and multi‐purpose zoning, political pluralism, and democratic public space. It is my contention that this ambivalence is not simply a smokescreen for vested commercial interests, but also provides opportunities for expressing alternative visions of what diversity and the city itself should be. Looking specifically at youth, I explore a relatively underexamined aspect of inner‐city diversity. While there is a relatively well‐developed literature about the contested place of low‐income groups, racial minorities and the homeless in urban redevelopment initiatives, youth have largely been ignored.

This paper explores some of the more extreme tendencies in the management of public space to consider whether current policy directions, in this case in central Scotland, are driven by a desire to empower or control users of such spaces. The title of the paper is taken from the theoretical lenses provided by Neil Smith and Sharon Zukin in their differential views on trends in the management and control of public spaces. The paper focuses on two local case studies to examine the possibility that a ‘revanchist’ element is emerging in policies towards public spaces in Britain. The paper concludes that programmes designed to deal with urban and public space are a reaction to both real and perceived problems. However, there has been a privileging of a policy discourse which celebrates the displacement of social problems rather their resolution. It is argued that such a discourse cannot ultimately provide sustainable policies for the regulation of public spaces and threatens the inclusion of some users of public spaces who may not be considered to be legitimate patrons. While this does more to foster fearful than inclusive public spaces, a thorny question remains over whether some degree of exclusion is a necessary price for policies which seek to secure public space and maintain a wider quality of life.

This article examines the role of animals in the processes of social inclusion and exclusion in a gentrifying neighborhood. Residents who move into mixed-income, inner-city neighborhoods generally express a taste for diversity while simultaneously attempting to distance themselves from “undesirables.” Dogs allow newcomers to manage these tensions. The urge to control public spaces leads to the creation of new and quasi-exclusionary places, such as dog runs. At the same time, in the process of creating them, residents produce the neighborhood's image as a “diverse community.” Based on fieldwork conducted in a neighborhood of a large city in the northeastern United States, the author uses a wide range of discourse settings and genres to demonstrate that discursive production is part-and-parcel of the process of making places.

Urban public space is a product of contestations by various actors. This paper focuses on the conflict between local level government and beggars to address the questions: How and why do government actors refuse or allow beggars access to public space? How and why do beggars appropriate public space to receive alms and adapt their strategies? How does this contestation contribute to the trends of urban public space in today's China? Taking the Southern metropolis of Guangzhou as a case study, I argue that beggars contest expulsion from public space through begging performances. Rising barriers of public space require higher investment in these performances, taking even more resources from the panhandling poor. The trends of public order are not unidirectional, however. Beggars navigate between several contextual borders composed by China's religious renaissance; the discourse on deserving, undeserving, and dangerous beggars; and the moral legitimacy of the government versus the imagination of a successful, "modern," and "civilised" city. This conflict shows the everyday production of "spaces of representation" by government actors on the micro level where economic incentives merge with aspirations for political prestige.

This paper draws upon a model of the publicness of publicly owned and managed spaces by means of fuzzy logic modelling. The value of this approach is that it is practical in simplifying and emphasizing both the interdependent nature of the concept of publicness and its complexity. The proposed model aims to effectively evaluate and compare the publicness of public space. The paper highlights different methodologies in understanding this publicness by considering various conceptual approaches at the heart of the debate about public space. In doing so, the paper is organized into four main parts. The first part considers the complex and fuzzy nature of the concept. The second presents the proposed model of publicness based on management, access and user dimensions by analyzing the leading discourse and previous models of publicness. The third part draws upon research methodology and fuzzy logic modelling, and the fourth part explains the findings of the case study in Istanbul.
